What is the Comprehensive Water and Sewer Plan?

The Water and Sewer Plan is a state government required and approved document. It describes how water is supplied and wastewater managed in all parts of Talbot County. It also proposes how these will be modified in the future. The Plan must be consistent with the County’s Comprehensive Plan, which governs future land use changes.

The Plan contains information on both public and private/individual water and wastewater services.

The Water and Sewer Plan has been updated multiple times since the original plan was adopted in 1970.

What is the Report of the Review?

The most recent update to the Water and Sewer Plan was adopted in the form of the 2002 Report of the Review. This document incorporates individual amendments that were adopted since a 1992 Update.

Almost 100 individual resolutions have been adopted by the Talbot County Council since the 2002 Report of Review was adopted. The purpose of this 2024 Report of the Review is to create a single document that reflects the current Water and Sewer Plan.

What new plans or requirements are proposed in the 2024 Report of Review?

None. This document merely consolidates and presents more clearly all the documents that comprise the current Plan.

What are the next steps in the Water and Sewer Planning process?

The County intends to finalize and adopt this Report of Review in 2025. The Planning Department and Commission are beginning a multi-year process of updating the County Comprehensive Plan. Concurrently, the Public Works Department will begin an update of the Water and Sewer Plan to provide for and incorporate changes in land use envisioned by the updated Comprehensive Plan.

Outreach programs to solicit and receive input from residents and interested parties will be integrated with these efforts.
